Zelensky Rejects Trump’s Plan to End the Ukraine War / The U.S. 28-Point Proposal for Resolving the Ukraine Conflict
Rokna Political Desk: The President of Ukraine has rejected the United States’ 28-point plan to end the Ukraine war.
According to Rokna, citing The Guardian, Ukrainian President Volodymyr Zelensky, in a televised speech, formally opposed the proposal put forward by Donald Trump to end the war with Russia, describing it as “a loss of national dignity.”
Admitting that Ukraine is facing “one of the most difficult moments in its history,” Zelensky said the United States is exerting unprecedented pressure on Kyiv to accept Trump’s 28-point plan.
He stressed that he is not willing to accept the proposal, while warning that defying Washington could cost Ukraine its “main partner.”
Kremlin spokesperson Dmitry Peskov, reacting to Zelensky’s stance, stated: “He must negotiate now, otherwise he will lose more territory every day.”
Russian President Vladimir Putin also confirmed that Moscow has received the U.S. proposal and described it as “a possible basis for a durable peace agreement.” He added: “If Kyiv rejects the proposal, Russia’s recent victories, including the capture of Kupiansk in northeastern Ukraine, will inevitably be repeated in other key regions.”
Donald Trump has set a deadline of November 27 (five days from now) for Kyiv to accept the plan, saying the deadline may be extended only if negotiations make rapid progress.
Zelensky announced that he will soon present his own “alternative proposals.”
He also held a one-hour phone conversation with U.S. Vice President J.D. Vance and several senior Pentagon officials—an action widely interpreted as an attempt to buy time.
The U.S. decision to advance this plan without coordinating with Europe has angered EU leaders.
Germany, France, and the United Kingdom immediately launched urgent talks with Zelensky upon learning the details of the proposal, seeking to reinsert themselves into the process.
Germany stressed that any agreement must be based on the current front-line positions, not on the U.S. proposal.
European Commission President Ursula von der Leyen also stated that intensive consultations within the European Union are necessary, and that extraordinary meetings will be held on the sidelines of the G20 Summit in Johannesburg.
While some European leaders continue to repeat the slogan of “unconditional support” for Ukraine, others say privately that the U.S. plan may initiate difficult but unavoidable debates within Europe.
The U.S. 28-Point Plan for Resolving the Ukraine Conflict
According to CNN, the draft proposal prepared by the Trump administration to end the war in Ukraine includes the ceding of Ukrainian territory to Russia and the “practical” recognition by the United States of Crimea and other Ukrainian regions seized by the Kremlin as Russian territory. Ukraine would also be required to limit its military forces.
CNN reports that many of the ideas contained in the 28-point plan were previously rejected by Ukraine and European officials during past negotiations, and are considered concessions to Russia.
NBC News, citing three U.S. officials, also reported that the White House wants Kyiv to sign a framework to end the war based on the U.S.-drafted 28-point peace plan by Thanksgiving.
The outlet said that the desire to achieve this goal by next Thursday has been conveyed to the Ukrainian government, although officials emphasized that this is more of an objective than a strict deadline.
U.S. officials acknowledged to NBC News that negotiations to end the conflict are expected to be highly complex and will likely take more than a week.
