US and Russia Plan for Ukraine: West Bank-Style Occupation
Rokna Political Desk: A source familiar with the US National Security Council has revealed that a plan to end the war in Ukraine has been proposed during talks between the United States and Russia, modeled on Israel’s occupation of the West Bank. The plan would allow Russia to exercise military and economic control over occupied areas of Ukraine.

An English media outlet claimed that Russia and the United States have discussed using Israel’s West Bank occupation as a model for ending the war in Ukraine.
According to The Times, under this plan, Russia would have military and economic control over territories seized from Ukraine, mimicking Israel’s administration of Palestinian lands since 1967.
The media outlet, citing a source at the US National Security Council, reported that this idea was raised weeks ago in negotiations between Steve Witkoff, special envoy of US President Donald Trump, and his Russian counterparts.
Witkoff reportedly supports this idea, and the Americans believe the plan circumvents constitutional barriers in Ukraine against transferring territory without a referendum.
The English outlet claimed that Ukrainian President Volodymyr Zelensky opposed ceding Ukrainian land, but the plan could provide a mechanism for a ceasefire after three and a half years of war.
According to this model, Ukraine’s borders would not change, just as the West Bank’s borders have remained unchanged for 58 years.
The source told The Times, ahead of the US-Russia presidential meeting in Anchorage, Alaska, that “It will be like Israel occupies the West Bank. There will be a governor with an economic system favoring Russia, not Ukraine. Yet the land will still belong to Ukraine because the country will never relinquish sovereignty. But in reality, it will be occupied, and the model is Palestine.”
The International Court of Justice has declared Israel’s occupation of the West Bank illegal. The United States does not recognize this court, and Russia has not fully accepted it.
In 2022, the court ordered Russia to immediately halt military operations in Ukraine.
The United Nations has instructed Israel to end its occupation, most recently in a General Assembly vote last September with 124 in favor, 14 against, and 43 abstentions.
The US and Russian presidents are scheduled to meet and talk in Anchorage, Alaska, on Friday, August 15.
Although the Trump-Putin meeting could signal a reduction in tensions, many observers doubt it will lead to a comprehensive and lasting solution.
Deep disagreements between Moscow and Kyiv, particularly over the fate of eastern Ukrainian regions, remain. Nevertheless, the meeting could open a new path in diplomacy and possibly mark the beginning of an end to one of the most complex conflicts of the past decade.
